SDSN dans le rapport Rapport autour des objectifs de développement durable (ODD) présenté à la ministre française de la transition écologique

Suite à la lettre de mission émise par le Premier ministre français Jean Castex, la députée Florence Provendier a remis son rapport autour des objectifs de développement durable (ODD) à la Ministre de la transition écologique Barbara Pompili le 23 février 2022.

Selon les informations publiées sur le site de Mme. Provendier, ““L’objectif de cette mission temporaire, confiée par le Premier ministre, était de “proposer des éléments de structuration du mouvement autour des ODD, de mobilisation des acteurs et de construction de coalitions sur les enjeux stratégiques de la France afin de renforcer la mise en œuvre de la Feuille de route” française. Si l’intégration de l’Agenda 2030 par les différents acteurs se fait à plusieurs vitesses, il demeure un certain nombre de freins à lever pour mettre en œuvre la Feuille de route de la France. L’atteinte des ODD passera par la mobilisation de l’ensemble des parties prenantes (institutions, territoires, entreprises, associations et citoyens) à commencer par l’État qui doit renforcer son rôle modèle. Si ce dernier ne peut pas tout, son rôle est de faciliter, coordonner et renforcer la dynamique créée autour de l’Agenda 2030, en ne laissant personne de côté.””

Lors de l’élaboration du rapport, la députée s’est notamment appuyée sur les données et résultats contenus dans le rapport Rapport mondial sur le développement durable, dont l’étude est menée chaque année par l’équipe Index du Réseau de Solutions pour le Développement Durable (SDSN). Eve de la Mothe Karoubi, responsable de l’équipe Réseaux, et Guillaume Lafortune, vice-président et directeur du bureau de Paris, avaient rencontré l’équipe de la députée en novembre 2021.

Le rapport de la députée Provendier mentionne notamment :

  • Page 11 : “Les résultats obtenus se fondent sur l’évolution annuelle moyenne des indicateurs. Ces données nourrissent les rapports et classements réalisés par le Sustainable Development Solutions Network (SDSN), l’Organisation de coopération et de développement économiques (OCDE) et Eurostat sur la progression des États par rapport aux ODD.”
  • Page 19 : “La Finlande, est l'un des pionniers de la mise en œuvre de l'Agenda 2030. En 2021, elle arrive en première position dans l’atteinte des ODD selon le classement du SDSN.”

  • Page 48 : “La volonté de renforcer la Feuille de route de la France arrive à point nommé, d’autant qu’il nous reste moins de 8 ans. Le rapport annuel sur le développement durable, publié par le SDSN le 14 juin 2021, montre que la pandémie a inversé les progrès vers les ODD des Nations Unies. Une baisse Ede la performance mondiale « due à l’augmentation des taux de pauvreté et du chômage », et « probablement sous-estimée ». Les trois pays nordiques, la Finlande, la Suède et le Danemark restent en tête du classement, alors que la France descend de quatre places et prend la huitième position. Pour renverser la tendance, le SDSN préconise d’accroître les financements en faveur des pays en développement.”
Par ailleurs, la première recommandation du rapport de la députée dans la section "Territorialiser les ODD" est de :

"Demander un rapport au Sustainable Development Solutions Network (SDSN) afin de disposer d’un état des lieux à l’échelle d'une région, d’une ville ou d’une collectivité territoriale autre. Cette étude permettrait aux collectivités territoriales de se situer quant à la réalisation de l’Agenda 2030 et d’encourager une émulation entre les différents acteurs locaux comme cela a été fait pour l’Italie et l’Espagne."

Rédigé par un groupe d'experts indépendants sous la direction du professeur Jeffrey Sachs, président du Réseau des solutions de développement durable des Nations Unies (SDSN), le rapport annuel sur le développement durable présente depuis 2015 les données les plus récentes pour suivre et classer les performances de tous les États membres de l'ONU sur les ODD. En tant qu'outil de suivi non officiel publié par Cambridge University Press, ce rapport est complémentaire aux efforts officiels de suivi des ODD.

SDSN featured in the Report on Sustainable Development Goals (SDGs) presented to the French Minister of Ecological Transition

Following the letter of mission issued by the French Prime Minister Jean Castex, Member of Parliament Florence Provendier submitted her report around the Sustainable Development Goals (SDGs) to the French Minister of Ecological Transition Barbara Pompili on February 23, 2022.

According to information published on Ms. Provendier’s website, “"The objective of this temporary mission, entrusted by the Prime Minister, was to "propose elements for structuring the movement around the SDGs, mobilizing stakeholders and building coalitions for France’s strategic issues in order to strengthen the implementation of the [French] roadmap." If the integration of the 2030 Agenda by the different actors is done at different speeds, there are still a number of challenges to be overcome in order to implement the French roadmap. Achieving the SDGs will require the mobilization of all stakeholders (institutions, territories, businesses, associations and citizens), starting with the State, which must strengthen its role as a model. While the latter cannot do everything, its role is to facilitate, coordinate and strengthen the momentum created around the 2030 Agenda, leaving no one behind."”

To prepare the report, the Member of Parliament used, among other sources, the data and results from the global Sustainable Development Report 2021, a study which is conducted annually by the Sustainable Development Solutions Network (SDSN)’s Index team. Eve de la Mothe Karoubi, head of the Networks team, and Guillaume Lafortune, vice president and director of the Paris office, had met with Ms. Provendier's team in November 2021.

The Member of Parliament's report refers to SDSN, notably:

  • Page 11: "The results obtained are based on the average annual evolution of the indicators. This data feeds into reports and rankings conducted by the Sustainable Development Solutions Network (SDSN), the Organisation for Economic Co-operation and Development (OECD) and Eurostat on the progress of states towards achieving the SDGs."
  • Page 19: "Finland, is one of the pioneers in the implementation of the 2030 Agenda. In 2021, it ranks first place in achieving the SDGs according to SDSN’s ranking."

  • Page 48: "The desire to strengthen France's Roadmap is timely, especially since we have less than 8 years left. The annual report on sustainable development, published by SDSN on June 14, 2021, shows that the pandemic has reversed progress towards the UN's SDGs. A decline of global performance "due to increased poverty rates and unemployment," and "likely underestimated." The three Nordic countries, Finland, Sweden and Denmark remain at the top of the ranking, while France has dropped four places to eighth. To reverse the trend, the SDSN recommends increasing funding for developing countries."
Furthermore, in the "Territorializing the SDGs" chapter, her first recommendation is to:

"Request a report from the Sustainable Development Solutions Network (SDSN) in order to have a state of play at the scale of a region, city or other local authority. This study would allow local authorities to situate themselves in terms of achieving the 2030 Agenda and encourage emulation between the various local actors as has been done for Italy and Spain."

Written by a group of authors led by Prof. Jeffrey Sachs, President of the Sustainable Development Solutions Network (SDSN), the annual Sustainable Development Report (SDR), including the SDG Index and Dashboards provides the most up-to-date data to track and rank the performance of all UN member states on the SDGs since 2015. As an unofficial monitoring tool published by Cambridge University Press, the SDR is complementary to official efforts to monitor the SDGs.

ABOUT SDGS TODAY The SDSN launched SDGs Today in July 2020 at the High-Level Political Forum with support from Esri and the National Geographic Society. SDGs Today aims to advance the production and use of timely and geospatial data for the Sustainable Development Goals ( SDGs ). The program encourages countries, institutions, and civil society members to produce, share and engage with new data sources to help ensure that we meet the Global Goals by 2030. SDGs Today provides a snapshot of the state of sustainable development around the world. The team curates and produces accessible data products packaged in interactive formats that are accessible to a wide range of users and SDG stakeholders, and works with partners to share use cases and innovative projects through storytelling, to put a human face on quantitative data. SDGs Today also supports capacity development efforts and produces educational materials and programs that help integrate a data-driven approach into sustainability-related projects and research. BACKGROUND SDGs Today is involved in various projects and workstreams focused on sustainable development. One of our current initiatives involves contributing to the development of Ages of Globalization, an innovative online course inspired by Professor Jeffrey Sachs' influential book "The Ages of Globalization." This course explores humanity's journey across the world and through time, highlighting the interconnectedness of history, driven by factors such as climate, technology, and institutions. Our team is responsible for developing geospatial data visualizations and content for lectures, lessons, and hands-on activities. We are seeking an intern who can commit 20 hours per week to support our GIS activities. POSITION SUMMARY The GIS Intern will assist in identifying relevant data sources for the project, processing and visualizing data, and creating data tools. Additionally, the intern will aid in developing hands-on activities and interactive lessons showcasing the collected data. The intern will also offer comprehensive GIS support throughout the project. ABOUT THE CONSULTANCY In this position, you will support the implementation of a dynamic curriculum that intertwines history, science, geography, and technology with live global interactions.
